Background: The Bavarian Parliament has 180 members who determine the politics in Germany's largest federal state. The legislative body want to works with transparency and the discussions are to be made accessible so that the public can follow them.
The task: The sessions are to be broadcast live in the Internet and simultaneously recorded as stream formats, thus allowing them to be accessed at a later point in time from an archive.
In addition, the users are to be allowed access to the recorded sessions at any time. To do this, each recording is to be linked in sections to the respective agenda points and comprehensive additional information that is provided by the "Plenum online".
Our solution: We modified our encoding software for the Bavarian Parliament so that the SDI signals present are transmitted in parallel both live in the public Internet and the Bavarian government intranet and are simultaneously recorded for later use. Real and Windows Media are used for the streaming formats, which are delivered through Akamai.
The redundant live and on-demand encoder is controlled using a straightforward common web interface. The Bavarian Parliament can obtain the essential information from the underlying database for controlling and administrative tasks to combine the recordings and the metadata from the comprehensive "Plenum Online" platform.
